IDK, but '$200 per child' implies more than one and assuming just 2 children at $400 per month and take home being 85% of 30k, CS is at 20% of the eligible earnings, leaving almost 21k for 'living expenses', I'd say he can't pay his rent or much of anything else for that matter. As for the eating out and clothes, you did mention that 'they' say they can't afford....sounds like he might be remarried and perhaps SHE can afford to pay for them to eat out and buy clothes that you THINK cost $100 per month (unless you get copies of the receipts, in which case, I digress) and since her income isn't eligible for CS calculations, I'd say he might have a chance. I recommend you not get angry about it, just let the judge decide. If you're getting $400 per month (or more if more children) in free money (cs), well, in many places, that's not too shabby.
