Because it's tax free. It costs you nothing to receive it, you don't have to work for it. Yes, it is meant to offset your childs' expenses; that doesn't make it 'not free' money nor does it insinuate anything about bloodsucking.

To the OP, I used 85% to indicate that the other 15% is deducted from his gross pay for state and federal income taxes and fica - money not available to him for rent and other living expenses. If CS standard is 25% of gross, why isn't he ordered to pay that amount (which is $625 per month, versus the just under $400 per month you say he's ordered to pay.)
