I don't buy the arguement about the rent. Studies show that NCPs incur the same expense. Some would ague the NCP can get a smaller place and pay less rent, but most don't; they want bedrooms for their kids as well as the CP.
As for food, utilities and some expenses, whoever has the children more most certainly incur more expense in those areas.
If the CP had to pay tax on CS, it wouldn't be double taxing the CP, as the NCP has already paid taxes on the money only from their pocket. The CP does not share any of that expense.
Is it free money?
Well, I grew up by the "projects," and spent much time with kids there as I grew up. When I see the complaints about support here and at other divorce sites, there isn't much difference from the complaints I heard as I kid from the parents in the projects. The only difference is the money is privately funded (CS) vs publicly funded (welfare).
There really isn't much difference. In fact, one of the reasons CS is aggressively pursued by CS agencies is the fear that a lack of it will be replaced by welfare dollars.
By the way, I don't have any problem with child support, but is it excessive? I suppose it varies from case to case, and perhaps state to state. In my own, I have the kids 50% of the time and split all costs, so I know exactly what it costs to raise them....yet CS is twice what I spend on them in my care. But considering that my state gives little credit for my 50%, the figure is probably about right for someone that had the kids 100% of the time. But, since have the kids 50%, I probably provide for 90% of their total costs.
