Cell phone dilemma. WWYD?

I pay for DS's phone. He takes it to Dad's-- no problem. Ex- and his side of family call DS on it. No problem. DS has 2G internet service, 350 minutes talk time, and unlimited text messages. Never gone over his limits.

His Step-Nephew is like his brother. (SM's grandson). "R" is a year younger and has a 16-YO sister. The parents decided TWO cell phones (R's and sister's) were costing too much money so they would have to SHARE a cell phone. I took R camping with us this last week. He completely took over DS's cell phone (the shared cell phone stayed with sis) to text his GF at all hours of the day/night. It was in R's pocket 24/7. If DS got a call/text R. had to hand it to him.

OK, I'm more than annoyed. I mentioned it to DS several times & he said "well I'm not using it right then so R. might as well". Completely missing the point that *I* am not paying $70/month for R to have a phone.

DS goes back to Ex's today for 2 weeks. Along with R, who will probably stay at least some of that time at their house. So.... do I take the phone back from DS so R can't use it? I've never done that before but I can't HELP but feel resentful that R. lost his cell phone so NOW he's using DS's.

R is not racking up more charges as he's just texting on it. If he WERE this would be a done deal as I'm SURE not paying EXTRA for R's usage!!!
