"So he can voluntarily reduce what he pays to CSE without any arrears or penalty? Wow, how does he do that?" Oh, he accrues arrears. Basically, I float him an interest free loan indefinitely while I take care of business. I don't have that option as a CP, do you?? Penalties, I'm not sure what you're talking about... he does occasionally get to go to court, where the judge gives him a speech on how he really, really has to pay.
