You can get an uncontested divorce in California if the other party is willing to sign and notarized the paperwork. Notary services are available in most US consulates -- although with security concerns it's not as easy as it used to be. If the divorce is contested, you have to have the other party served under The Hague convention, if the country is a signatory. If you don't know where the party is, service by publication.
