If there is no water to flush toilets it's a health issue IMO. School should have been cancelled or at least the option of picking your child up should have been given. I know it's difficult to cancel school in the middle of the day, but there should be an emergency plan ready.

In our district cancelling school in the middle of the day would cause huge logistics issues with rescheduling busses and not everyone has someone available to watch their kids on a moments notice. I'm not sure if our district would consider that a big enough emergency or not. It's amazing how many parents get pissed if school is closed early for a snow emergency, I can only imagine how many would think no running water isn't a reason to close early.
