Custody issue in Texas

My girlfriend has two small children and a worthless ex-husband. He wants to give up his rights as their father, relinquish any custody he has and not pay child support. At this point, because he is such a pain, it would be worth it to have him gone from their lives. Therefore, their mother is willing to go along with this. She does not "need" his child support money to live and would be happy with him gone from their lives, legally. The children have many people in their lives that care about them and don't need a dead-beat dad that has no interest in them. In Texas, is it possible to do this, to change the custody arrangements as specified in the original divorce decree (voluntarily on both sides, of course)? Can legal documents be drawn up and will it have to have the approval of a judge? Will a judge approve such an act?
