Terminating Parental Rights

My husband was granted full custody of his 6 year old daughter about 2 years ago. We were granted custody because biomom was giving her benedryl to make her go to sleep each night. Now biomom has given birth to a boy and DCFS has found traces of cocain in the newborn. DCFS contacted us to talk about what kind of mom she is because they are planning on taking child away and need to build their case. SD has been visiting mom every other weekend since we won custody. Biomom has not paid a cent in child support. She hasn't been able to hold down a job. She also is not permitted to drive due to seizures. The visitation she does get is supervised. So with all of these things going on, is it possible to finally just terminate her rights completely? We truly feel child would be better off without the mother, though do understand that child is attached to her. But the mother is a terrible influence to SD as well. We frequently find that child lies, becomes emotional, defiant, and unccoperative after every visit with mother. We live in IL. Thanks in advance.
