What Rights Does a Paying Father Have?

My husband has a 10 year old daughter he has been paying child support for her whole life. He was never married, they just split when she was 1. No courts or anything has delt with it. They have just agreed every other weekend and holidays.

Well he just recently pissed the mom off and she stopped letting him see her, plus made it to where he has to cover her insurance even though she was already on the mothers family plan. My husband didnt even have insurance on him or our 3 kids cause we cant afford it. We are on Medicade. Well now they are garnishing and extra $240 a month plus she requested more child support. Is this fair? Does he not have any rights.

He should not have to pay for all this when he doesnt even get to see her. Plus he has 3 other kids he has to support. This is breaking us, we are unable to pay our bills as it is now we are really behind.
