Modification needed or not?

The original divorce decree between my wife and her ex stipulates that he (NCP) gets to claim them as dependents on his taxes (no condition back then for CS payment) and instructs her to execute the forms needed to authorize him to do so. Because he's now 3+ years behind on CS, and another $10K behind on medical expenses, they've made a verbal agreement each year that she claims them. Enter me into the picture - we aren't interested in receiving money from him, but I'm not comfy with the idea of a "verbal" ok. Form 8332 doesn't cut it, it only works from CP to NCP, not the other way around. In short, we want to have that section of the Divorce Decree modified. Her ex has agreed to this as well. Now to the question - will a modification of the entire document be needed (we don't want, because this stirs up Child Support Enforcement, and we don't care to cause this issue) or can we obtain / submit a notarized statement with this agreement and file it with the court? In short, what is the least amount of attention we can draw to him while still being legal ourselves? (He would be arrested and jailed under Missouri law for failure to pay CS, and we _really don't want his money.)
