help!! it's a very strange situation

my fiance' has been separated from her husband for about 8 years now. they have a 9 year old son. she (my fiance') wished to get divorced and to have custody of the child. her and i wish to get married and she wishes to move her and her son here to missouri (where i live). the father of the child was ordered to pay child support during their separation. he has not paid anything for the 8 years they have been separated. he has also not been even slightly interested in visitation with his son during that time....to the point of his son just barely knowing WHO his father is. but doesnt wish AT ALL to be with him as he doesnt even know the man. he is truly a dirty and mean man. the son has been very scared of him during the few times that they have had contact. as i said, i live in missouri and she lives in tennessee. what can be done....or is there any clue as to what would happen if she were to move here?
i have met the father personally.....have seen the living conditions and the treatment given to his other child (from another mother) and have seen the child terified and crying....

when i say not been interested in visitation at all...i mean, in the past 8 years.....he has visited his child at most and from all that she can remember, 5 times...
i realize that this sounds fantastical and hard to believe.....and for a long time i didnt believe it myself until i actually witnessed all of this bahavior....her desire to not allow her child to be subject to his abuse and neglect is the very reason for her not being yet divorced, as every time it is mentioned, he threatens to take her son
