Long Distance Parenting Issue

I am recently divorced. I have a son that is 5 that has not seen or been a part of his fathers life for 3 years. His father by choice has been overseas on contract jobs and now all of a sudden pops back up and wants to have my son all summer..since he resides with me in WV. Do you know about the laws in WV.. governing how long he can be granted visition over the summer?
