claiming dependents

I was wondering if anyone has experienced this or has any information. My fiance's ex doesn't work and collects SSI. She can not claim their daughter and he had her sign form 8332 and now she is telling him that she is contacting the IRS, trying to get him in trouble for claiming her. Is this valid? Can he get into any kind of trouble for claiming her? Thanks
