Please Help! Non-Compliance (Settlement/Income)

I've been divorced for a few years now, and it's still a battle. My ex still owes me 105K out of 150K minimum lump sum financial settlement. I've been as patient as I can with this because he did pay me 45K right away when I needed it for the down payment on a condo, and he said he would pay the rest as soon as he could. But it's been a almost two years and haven't seen another dime. I need that money to get back on my feet and to get going in a new RE career. (I worked for him for six years of marriage.) To make maters worse, we have joint quarterly residual income that we are supposed to share equally. The court deemed it community property, but unfortunately the checks come in his name alone. He is supposed to fax me copies of the check as soon as they come in and then cut me a check for my half. He has not done so in over a year, and he is now over 10 in arrears, I'm guessing. He won't even show me the checks so it could be more. He's basically spending my money to pay credit card bills he racked up, back taxes, his accountant or whatever (all post marriage and his sole responsibility). There's always some excuse why he can't send my half of the money. Bottom line, he's spending it, spending my money, that I need for my own bills etc. What can I do? And how do I do it? I can't afford a lawyer at the moment. Can I file a motion for non-compliance or even contempt on my own? My ex is currently living out of the country by the way, and he will probably not even show up to a hearing, but the checks come in through the US via his CPA.
Please help!
