lost in jurisdiction

My initial CO is out of MO. My ex moved to MS. The MO CS order was sent to MS. I'm sending my CS to MS. My child is 18 and in home school.
Since the CO, a couple of years ago my child has not visited me one time, even though there have been numerous requests for visitation. The CO says "reasonable visitation". I have joint legal custody.
Last year my ex moved back to MO. My child had a learners permit from MS when they moved back. My child recently went to MS to obtain a driver's license since there would have been more steps to get through according to MO laws in order to obtain one out of MO. She didn't want to go through all the steps in MO. Now my child can just transfer the MS driver's license to MO. Seems illegal to me. Falsifying residency to obtain a driver's license so you don't have to follow state laws seems questionable.
Since I have joint legal custody and I was not informed before this took place, where does that leave me?
I would like to have the CS stopped due to not being in the loop in the life of my child. All decisions are made without my consent. I have no paperwork of where my child is in the home school program. When I speak to my child over the phone I receive very vague answers. I was paying for a cell phone for my child until she became engaged to a man from MS, who is now paying for her cell phone.
I feel like all I am is money and nothing more. I also feel like the jurisdiction is being deliberately left in MS, even though they no longer live there. MS cannot change it back. I have had long talks with them about it. Only my ex can do that.
The confusion of jurisdiction, the question of residency between my child and the ex, (they both have different residencies in different states now according to their driver's licenses.),her being 18, in home school, makes me fearful of how long I will be expected to pay CS. Especially for someone who won't visit me nor keep me informed in her life. Sounds like she emancipated herself from me.
What kind of case do I have to get emancipation and which state do I request it from?
