To Enforce or Not To?

My exhusband is well over $5,000 behind in CS payments. The payments are not collected by an agency and are suppose to be paid directly to me. Our divorce judgement has monthly payments at $425 based on a $30,000 income from 7 years ago. He has not worked steady or at all in about 6 years. He currently works by driving someone to different locations and is paid in cash.
My question is should I file an enforcement with the court or not? If I do will the court see he has no income and lower his $425 per month payment to $300 per year (I believe that is the minimum in NY)? Should I just let the $425 per month build up and keep track of how much is owed versus what has been paid? My daughter is now 13 years old, maybe I can file enforcement for the back money when she is older and almost off CS? Any help or advice would be great!
