Child support requested

My brother got a letter from CSE (Child Support Enforcement) stating that a case has been opened against him for CS. The child in question is 15 years old, he was never married to her mother and is not listed on the birth certificate.

In an accident one year ago, he was physically and mentally disabled and is now receiving just under $700 per month in SSDI - well, actually my mother is receiving it on his behalf. She has power of attorney and is working with CSE at this time. She let them know that they want a DNA test before proceeding.

CSE has requested a statement from SSDI showing how much he's receiving in benefits per month. Am I wrong in believing it's none of their business until paternity has been established?
