ex requesting another cs review

I just got paperwork requesting a cs review. I was suprised because my cs was just recently modified in November of last year. At the time my ex was wanting his income to be reduced to minimun wage. I was getting a ton of nasty emails saying that I would soon be paying him cs. (Im am the primary custodial parent). At court from the other room I could hear the judge chew him out and denied his request. He did lower it but not to what my ex wanted. Needless to say he was not happy.

I figured that it would at least be quiet now. The stress and drama he put on the kids, my dh and myself was enormous. He had the kids believing that they would be asked to testify in court. I have no idea about what and it never happened but the hate mail, txts, and phone calls was draining.

Ex has been sporadic to say the least regarding his cs since then. I recently got an email from him that said they had garnished his tax return for the arrears. He also called a few weeks ago and after chewing out my dh on the phone said he was going to just go back to college to get out of cs and it was all part of his master plan. I never know what is the truth with him so we just ignored it.
I had previously posted that I learned of a large unpaid medical bill that he was suposed to pay and now they are coming after me about. I set up a payment plan and was planning on filing to get a judgement against him for the amount once I had paid it off but it will take me a while. We did go down and get the sumcertain paperwork for the medical expenses I have already paid out of pocket that he owes me but to be honest he brings so much drama to our lives that we were just putting it off until the kids were finished with school in June.

I didnt think he could even request a review within the 3 year period especially since a judge just basically turned him down. Im dreading another stressful summer like last year when he filed his modification. I will send in the paperwork they requested but I am just sick to my stomach. Any advice or suggestions would be appreciated.
