X PCS'ng out of country!

Many know my situation from my many posts. For those that don't...I was divorced in 2011. I have custody of our 2 young children. I live in one state & X lives several states away. Our agreement when he sees the children(as per divorce decree)states we will share travel costs...we meet 1/2way between the states.

OK...have a very new situation. X informed me he is moving out of the country in 4 months. Where he is moving is the scariest place imaginable...just take my word on it. He has asked me to work on getting the children passports. I do not want our children ever to go there. It is extremely unsafe. So unsafe that I am actually scared for him as well. I want to make it clear that I never intend to keep the children from him...but this is the exception. I am thinking I may need to go to court to have a change made in our divorce decree. I never agreed to travel costs outside the US, but I know this is unclear in the decree as it states I agree to split costs(which could mean in any circumstance). I could not afford the travel costs associated with flights to & from another country. I believe that a judge would agree with me that is exceptionally unsafe to have the children visit in this particular place out of the country. Can anyone comment on this? I need advice. Thx.
