Emergency change of custody

My s-son lives in Nv 15 years old. We live in NJ. We have Joint legal with visitation. Mom abusing him and was taken by cps to a safe haven. They have him in protective custody until full eval of mom. We want to take custody of him but we are being told he will be sent to a boys home until we file for custody and that could take 6-9 months. We were initally told he would be in this safe haven 72 hrs then released to us. Now it all changed tonight. Can they just send him to the boys home without my husbands consent or option to take him? Any advice? I know call a lawyer but in the mean time until tomrrow I need to figure out what can be done. Please any help would be appreciated. Thanks
