Virginia. Wife's church pastor arbitrated on the divorce PSA, Child Custody and Support. Hired a lawyer to file the agreement to the Court. The PSA says in the future if there is any dispute, the pastor will play arbitrator and make the final decision.

Does the pastor's arbitration have legal power if either side doesn't agree? Does his arbitration power have any time limit?

Can either side withdraw from this agreement after it's signed?

No. It is not binding unless agreed upon. Yes. Either side may withdraw from an uncounseled agreement until memorialized as a court order.
