Term Definition ICARA - the International Child Abduction Remedies Act, an international law that brings about the return of children under the Hague Convention.
Application in Divorce ICARA, which went into effect in 1998, is the enabling legislation to the Hague Convention. It provides criminal penalties for a kidnapping parent (felonious concealment) as well as civil litigation for the expenses to the other parent for locating and recovering the kidnapped child.
